Appeal a Parking Charge
Submit an appeal if you believe a Parking Charge Notice was issued incorrectly. Make an initial appeal within 28 days of the notice. We will consider a later appeal where you provide evidence of exceptional circumstances.
When you submit an appeal, the Parking Charge is placed on hold while we consider it. We respond within 28 days; if we have not concluded the appeal in that time, we will acknowledge it, give a timeframe and account for any additional information needed. Paying while an internal appeal is pending ends that appeal.

Submit appeals through the appeal service
Submit an initial appeal within 28 days. We will consider a later appeal where you provide evidence of exceptional circumstances. We will respond within 28 days; if the appeal has not been concluded, we will acknowledge it and provide a timeframe, including any additional information needed. When submitted, the Parking Charge is placed on hold while the appeal is considered. If accepted, it is cancelled. If rejected, you may pay or appeal to the relevant independent Appeals Service. The rejection decision explains how to access that route, the amount and payment period, and the effect of independent appeal on any discounted amount. Enforcement proceedings and debt resolution are paused while an independent appeal is being determined. Under NextGen's process, paying while an internal appeal is pending ends the appeal. If a complaint also challenges PCN validity, we will also treat that part as an appeal and apply the appeal process and timescales.
